Greater South East Net Zero Hub

We guided local authorities across the South East to increase household referral rates for the government-funded Sustainable Warmth and HUG programmes.

Councils have an important role to encourage more households in the UK to make energy efficiency improvements to their home. Effective neighbourhood engagement is really important.

Research and analysis

Sustainable Warmth campaign asset

We helped councils better understand their target audiences, which in turn, enabled more households to benefit from the home energy efficiency funding.

We started with research which involved in-depth interviews with council officers and stakeholders to gather best practice, analysis of population trends, community insights as well as a full review of detailed postcode data. With our recommendations, lead officers were well placed to launch targeted marketing campaigns.

Resource toolkit

We prepared copy and designed a suite of new materials to help lead officers promote the scheme. From leaflets, newsletters, banners, posters, social media assets and template letters we produced an entire resource toolkit for councils.

Our explainers – visual, information packs supported by animated success stories about home energy efficiency measures such as insulation, air source heat pumps and issues such as ventilation and damp – helped residents understand whether they might be eligible for funding and the benefits of improving home energy efficiency.

Stakeholder cascade

We identified local influencers with strong ties to their communities. We created resources that these influencers could share including ‘conversation starters’ to help stakeholders introduce the funding and explain the benefits in schools, places of worship, food banks and community hubs.

Alongside the resources, we provided step-by-step guides for community research, targeting neighbourhoods and marketing. Our team facilitated and led a series of virtual webinars and workshops to coach and mentor lead officers to roll out the approach.

Filigree was flexible to meet our requirements and laid out clear expectations to meet our timescales. I was particularly pleased with their workshops and the clear expectations (of a complex topic) in the copy produced for our communication materials.
